
The Ostsee Anbindungsleitung (OAL) is a 51 km long 48” natural gas pipeline connecting the LNG receiving facilities on the island of Rügen in Mukran with the German mainland in Lubmin. It was operational in February 2024 after only 18 months of planning, permitting and construction. The project faced multiple challenges, including a change of fundamental concept midway through the extremely fast-track schedule the initially planned offshore platform in the Pomeranian Bay was replaced with a landfall in Rügen. Additionally, this concept change resulted in a change of project ownership as the original client left the project at the change of concept.
StreamTec Solutions, acting as Project Management Consultant, successfully executed in close cooperation with the respective clients this major project on time and in accordance with high HSES and quality standards by combining flat organization principals with multiple contracting structure and on-top risk management. The additional costs associated with the ultra-fast-track approach were less than 10%and within the initial contingency budget.
This project demonstrates that even complex infrastructure projects can be successfully executed in Germany in line with the new “Deutschland-Geschwindigkeit” when approached with the correct project-based organizational setup.
The successfully selected management approach can be applied to other projects, too.
