Pipeline Construction in Germany – An Overview of Upcoming Challenges

Abstract

Planning, approval and construction of linear structures have always been characterized by many interfaces (e.g., with affected property owners, authorities, public interest groups, politics, municipalities and citizens). Besides the technical aspects of construction, a main task of project organization is to reconcile often heterogeneous interests and ensure a reliable and plannable project execution.

The political discussion on the transformation of energy supply leads to the societal relevance of construction projects shaping the discourse and debate. This development does not stop at authorities, politics or the judiciary. The handling of discretionary powers and the consideration of interests within the approval process are also affected. This is e.g. clear in the topic of water and water management.

Additionally, other aspects are emerging that increasingly challenge pipeline construction. These include the capacity of approval authorities as well as resources of construction companies and planning offices, the latter also considering the many electricity projects. The shortage of skilled workers leads to the increasing international recruitment of labor in pipeline construction. It is gratifying that qualified workers can be found outside Germany. However, language barriers, for example, can complicate coordination in daily work routines. As a result, it is necessary to expand tools and methods to ensure work safety. Changes in climate and weather lead to less predictability and threaten to significantly complicate construction operations in many places. Finally, the public perception of construction projects is increasing, and they are also becoming the focus of attention from interest groups that use construction projects as targets for actions.

The article addresses these issues and presents both experiences and solutions for overcoming the described challenges.
