Transcontinental cooperation within the framework of the International Association of Oil Transporters

Abstract

International Association of Oil Transporters (IAOT) was established in 2013 in Prague, Czechia, as an international voluntary, non-profit, non-governmental organization. It aims to support its Members conducting business in the transport of oil and oil products and to effectively coordinate the efforts of its Members to create the most efficient possible conditions for such activity.

The IAOT comprises of nine Members: MERO ?R (Czech Republic) as the founding Member; Russian Transneft and Transpetrol of Slovakia joined in 2015 followed by Belorussian Gomeltransneft Druzhba, Hungarian MOL and KazTransOil (Kazakhstan). China National Petroleum Corporation (China) in 2016 and Ukrtransnafta (Ukraine) joined in 2107, Croatian JANAF - in 2020. The Caspian Pipeline Consortium is the Member Observer since 2015.

The IAOT wants to promote comprehensive development in the oil and oil products transportation and storage on international, national and regional levels. This includes monitoring, development and implementation of industry-specific regulations, representation of the Members’ interests in public authorities, regulatory bodies, professional organizations, and promoting positive perception of oil and oil products transportation and storage.

The internal work is organized within the Permanent Expert Groups focused on various aspects of crude oil transportation and storage: for Energy Efficiency, for Supplies, for Legal Issues and for Pipeline Systems Integrity. One of the upstanding examples of the joint work within PEGEE is the Energy Efficiency Benchmarking Methodic. Created by Transneft R&D Institute by the request of the IAOT, it allows to benchmark different pipeline characteristics, such as technical data, fluid flow and pumping units parameters in comparable conditions. Implementation of the recommendations given upon the results of the benchmarking allows to significantly reduce the specific energy consumption.

Other examples of successful and fruitful cooperation though the continent are the joined technical visits to production facilities, “Best in Profession” industrial contest, IAOT-supported conferences.
